光伏儲能投資測算 看“源網荷儲”四維融合互動對各方的好處

一、傳統電力系統迫(po)切需要本質升級

二、“荷”側用能心態分析

三、儲能(neng)現狀分析

(一(yi))用戶側建設儲(chu)能條(tiao)件(jian)及作用:

1.必須擁有(you)一定體量,才(cai)具備財(cai)力(li)投資(zi)儲能。

2.各(ge)地電(dian)(dian)價政(zheng)策不一,當(dang)峰谷電(dian)(dian)價差額足(zu)夠大,用戶有(you)動力(li)和意愿投資儲能,以達到降本增(zeng)效目的。

3.必須擁(yong)有(you)一定的技(ji)術能力,以確(que)保儲(chu)能安全有(you)效運行。

4.必須有合適(shi)場地建設儲能。

用戶側建設(she)儲(chu)能(neng)(neng)(neng)(neng)四個條件缺一不(bu)可,而且用戶側儲(chu)能(neng)(neng)(neng)(neng)設(she)施(shi)不(bu)能(neng)(neng)(neng)(neng)向(xiang)電(dian)網反供電(dian),收回儲(chu)能(neng)(neng)(neng)(neng)建設(she)運(yun)營成本(ben)渠道單一,只能(neng)(neng)(neng)(neng)靠峰(feng)谷差去消化。所以(yi)用戶側儲(chu)能(neng)(neng)(neng)(neng)只有特殊(shu)性,沒有普適性。

(二)電網側建設(she)儲能條件及(ji)作(zuo)用(yong):

1.作為基礎設施建設,相對容易獲(huo)得(de)當地(di)政府(fu)支持,可獲(huo)得(de)合適(shi)儲能建設用地(di)。

2.具有專業技術能(neng)力和團隊(dui),保障儲能(neng)電站的安(an)全運行。

3.具有(you)一定財力建設儲能(neng)。

4.消納社會清潔能(neng)源(yuan)發電,電網調(diao)頻,削峰填谷(gu)。

兩者(zhe)對比,“荷”側(ce)(ce)建設儲能門檻(jian)較高,更多考慮是躲避電(dian)(dian)網峰價,降本增(zeng)效,一(yi)般和清潔(jie)發電(dian)(dian)利用無關。而且因各自條件不(bu)同,投資意愿也不(bu)同,不(bu)具備社會推(tui)廣性(xing)。“網”側(ce)(ce)建設儲能門檻(jian)較低,而且“網”側(ce)(ce)儲能屬(shu)于(yu)公(gong)共(gong)設施,對社會貢獻益(yi)處良多,但因為當(dang)前電(dian)(dian)價政(zheng)策下(xia),儲能成本不(bu)能合(he)理地反應在銷售電(dian)(dian)價上(shang),所以(yi)電(dian)(dian)網側(ce)(ce)缺(que)乏一(yi)個(ge)積(ji)極部署的(de)理由——利益(yi)!

四、光伏儲能投資分析

以某太陽能資源一般地區為例,當(dang)地年(nian)日照小時數為2200小時—3000小時,一般工商業(ye)高峰電價為0.8179元/度(du)。

(一(yi))單一(yi)用戶投資“光伏+儲(chu)能(neng)”情況分析:

該(gai)地區A用(yong)戶擁有1000 m2的可架(jia)設光伏面(mian)積。

采用多晶硅太陽能(neng)電池的(de)光伏系統(tong),市(shi)場(chang)單價為(wei)3元/瓦(wa),每瓦(wa)安裝費0.5元,即光伏系統(tong)為(wei)3.5元/瓦(wa)。一般(ban)100平方(fang)米可(ke)架設8—13kW的(de)光伏板(ban)(ban),取均數10kW/100m2。A用戶可(ke)架設100kW的(de)光伏板(ban)(ban)。

靜態光伏系(xi)統投(tou)資為100000(W)×3.5(元/W)=35萬元。

根據最新市場報價,儲(chu)能(neng)鋰電池(chi)約為1.00元(yuan)/Wh。自投(tou)(tou)資容量(liang)為400 kW·h、功率為100 kW的儲(chu)能(neng)電站(zhan)。電池(chi)投(tou)(tou)入400000W·h×1.00元(yuan)/W·h=40萬(wan)元(yuan);儲(chu)能(neng)對應逆(ni)變并網設備、儲(chu)能(neng)監控及基(ji)建等(deng)費(fei)用約為17.5萬(wan)元(yuan)。儲(chu)能(neng)電站(zhan)總投(tou)(tou)入約57.5萬(wan)元(yuan)。

光伏和儲(chu)能(neng)合(he)計投(tou)入35萬元+57.5萬元=92.5萬元。

光(guang)伏(fu)發電(dian)系(xi)(xi)統損耗為30%,按當(dang)地年(nian)日(ri)照2000小時計算,該光(guang)伏(fu)系(xi)(xi)統年(nian)發電(dian)量為:

2000小時×100KW×(1-0.3)=14萬度電

所發電(dian)量全部(bu)存入儲能電(dian)站(zhan)平滑后再逆(ni)變成交流,經地區公網返回該用戶,儲能電(dian)站(zhan)選用鋰電(dian)池,損(sun)耗較小。一充一放損(sun)耗約為10%。

靜態投資回收期=92.5萬元(yuan)÷11萬元(yuan)/年=8.4年

電網(wang)側(ce)(ce)“儲能”作為共(gong)享資源,向周邊用(yong)戶(hu)開放,用(yong)戶(hu)按需付費租用(yong)電網(wang)側(ce)(ce)儲能容量(liang),可(ke)以較完美(mei)地綜合(he)電網(wang)側(ce)(ce)和用(yong)戶(hu)側(ce)(ce)的(de)需求,結合(he)自身特(te)點揚(yang)長避短。

在這種情況下,多個用(yong)戶(hu)租用(yong)電網(wang)側儲(chu)能容量,客觀上共(gong)享(xiang)該儲(chu)能電站的逆變等設備,既可達到(dao)實際使用(yong)效果,又(you)可降低用(yong)戶(hu)一次性投入成(cheng)本,也可降低用(yong)戶(hu)后期長期維護成(cheng)本。

舉(ju)例說明:A用(yong)戶(hu)自(zi)建(jian)有100kW光伏發(fa)電(dian)(dian),電(dian)(dian)網(wang)企(qi)業在其鄰近(jin)處按A用(yong)戶(hu)需求配套建(jian)設(she)400kW·h儲(chu)(chu)能,接收A的光伏直(zhi)流(liu)發(fa)電(dian)(dian),或(huo)存儲(chu)(chu)或(huo)逆變后經公網(wang)交流(liu)再供電(dian)(dian)回用(yong)戶(hu);鄰近(jin)該儲(chu)(chu)能電(dian)(dian)站的B用(yong)戶(hu)自(zi)建(jian)有50kW光伏發(fa)電(dian)(dian),電(dian)(dian)網(wang)企(qi)業按需搭(da)積木式配套建(jian)設(she)200kW·h儲(chu)(chu)能;同樣按需搭(da)積木式擴容該儲(chu)(chu)能電(dian)(dian)站,滿足C、D用(yong)戶(hu)。A、B、C、D四個用(yong)戶(hu)客觀上(shang)共享該儲(chu)(chu)能電(dian)(dian)站的除電(dian)(dian)池(chi)外的其它設(she)備,有效地降低了電(dian)(dian)站投資成(cheng)本,縮(suo)短儲(chu)(chu)能電(dian)(dian)站投資周期(qi)。

(三)以上兩種形態對比分析:

光(guang)伏(fu)建設成本日益降低,發(fa)電(dian)(dian)平價上(shang)網都會盈利,發(fa)電(dian)(dian)自(zi)(zi)用更(geng)能降低自(zi)(zi)身(shen)用電(dian)(dian)成本。就單(dan)一(yi)用戶(hu)(hu)全(quan)方(fang)位(wei)投資“光(guang)伏(fu)+儲能”而言,雖然在(zai)理論上(shang)可完(wan)全(quan)收回投資并(bing)有(you)(you)相當盈利,但不確(que)定(ding)因(yin)素較(jiao)多,回報(bao)期較(jiao)長,資金占(zhan)有(you)(you)嚴重(zhong),且需要(yao)承擔后期人工及(ji)設備(bei)維護費用,故用戶(hu)(hu)全(quan)線投資“光(guang)伏(fu)+儲能”意愿(yuan)不強。而且光(guang)伏(fu)的波動(dong)性(xing)和間歇(xie)性(xing),使得用戶(hu)(hu)的用電(dian)(dian)體(ti)驗較(jiao)差,也嚴重(zhong)影響用戶(hu)(hu)光(guang)伏(fu)自(zi)(zi)建自(zi)(zi)用積極(ji)(ji)性(xing);再加上(shang)目前(qian)政策上(shang)對“余電(dian)(dian)上(shang)網”變現(xian)預(yu)設有(you)(you)消納前(qian)提,且手續繁瑣,對小(xiao)容量(liang)光(guang)伏(fu)發(fa)電(dian)(dian)不太友好,進一(yi)步打擊用戶(hu)(hu)自(zi)(zi)建分布式光(guang)伏(fu)的積極(ji)(ji)性(xing)。
