五部委:逐步取消工商業目錄電價 完善峰谷分時電價政策

1月6日,國家發展改(gai)革委、財政(zheng)部、住(zhu)房城(cheng)鄉建設(she)部、市場(chang)監管總局、國家能(neng)源(yuan)局聯合印發《關(guan)于清理規范城(cheng)鎮供水(shui)(shui)供電(dian)(dian)供氣供暖行業收費促進行業高質量發展的意見》,其中完善(shan)電(dian)(dian)價機制方面提出,結(jie)合國家電(dian)(dian)力體制改(gai)革,逐步理順輸配(pei)電(dian)(dian)價結(jie)構(gou),加快形成結(jie)構(gou)優化(hua)、水(shui)(shui)平合理的輸配(pei)電(dian)(dian)價體系。平(ping)穩推進(jin)上(shang)網電(dian)價(jia)機制(zhi)(zhi)改革,有序(xu)放(fang)開各類電(dian)源上(shang)網電(dian)價(jia),完善跨省跨區電(dian)力價(jia)格市場(chang)化形(xing)成機制(zhi)(zhi)。有序(xu)放(fang)開除居民、農業、重要公用事業和公益性服(fu)務以外的用電(dian)價(jia)格,逐(zhu)步取(qu)消工商(shang)業目(mu)錄(lu)電(dian)價(jia)。完善峰谷(gu)分時電(dian)價(jia)政(zheng)策,健(jian)全差別電(dian)價(jia)機制(zhi)(zhi)。深(shen)入(ru)研究并逐(zhu)步解決(jue)電(dian)價(jia)政(zheng)策叉補貼(tie)問(wen)題。

其(qi)中(zhong)在(zai)供(gong)電環節,取(qu)消供(gong)電企業及其(qi)所屬或(huo)委托的安(an)裝(zhuang)工程公司(si)在(zai)用(yong)電報裝(zhuang)工程驗收接入環節向用(yong)戶(hu)收取(qu)的移表(biao)費(fei)(fei)、計量裝(zhuang)置賠償(chang)費(fei)(fei)、環境監(jian)測費(fei)(fei)、高壓電纜介損試驗費(fei)(fei)、高壓電纜震蕩波試驗費(fei)(fei)、低壓電纜試驗費(fei)(fei)、低壓計量檢測費(fei)(fei)、互感(gan)器試驗費(fei)(fei)、網絡(luo)自動化費(fei)(fei)、配電室(shi)試驗費(fei)(fei)、開(kai)閉站集資費(fei)(fei)、調(diao)試費(fei)(fei)等(deng)類似(si)名目費(fei)(fei)用(yong)。由供(gong)水(shui)供(gong)電供(gong)氣供(gong)熱企業承擔檢定費(fei)(fei)用(yong),并(bing)免費(fei)(fei)為用(yong)戶(hu)更換(huan)合格(ge)的計量裝(zhuang)置。嚴禁向用(yong)戶(hu)收取(qu)水(shui)電氣熱計量裝(zhuang)置費(fei)(fei)用(yong)。任何單位代收供(gong)水(shui)供(gong)電供(gong)氣供(gong)暖費(fei)(fei)時,嚴禁向用(yong)戶(hu)加收額(e)外費(fei)(fei)用(yong)。

供(gong)(gong)(gong)水(shui)供(gong)(gong)(gong)電(dian)供(gong)(gong)(gong)氣(qi)供(gong)(gong)(gong)暖等(deng)公(gong)用(yong)(yong)事業,是城(cheng)鎮經濟運行(xing)和社(she)會(hui)發(fa)(fa)展(zhan)(zhan)的重要保(bao)障,具(ju)有(you)顯(xian)著的基礎性、先導(dao)性和自然壟斷(duan)性,直接關(guan)系社(she)會(hui)公(gong)眾(zhong)利(li)益(yi)和人(ren)民群眾(zhong)生(sheng)活質(zhi)量(liang)。近(jin)年來,我國(guo)城(cheng)鎮公(gong)用(yong)(yong)設(she)施建(jian)設(she)不斷(duan)加強(qiang),公(gong)用(yong)(yong)事業市場(chang)化積(ji)極推進,服(fu)務(wu)覆蓋率和服(fu)務(wu)質(zhi)量(liang)持續上升,但仍存在部分地區(qu)服(fu)務(wu)收(shou)費(fei)的項目偏多(duo)、標準(zhun)偏高、行(xing)為不規(gui)(gui)范,部分企(qi)業服(fu)務(wu)意(yi)識(shi)不強(qiang)、服(fu)務(wu)質(zhi)量(liang)和效率不高等(deng)問題。清理(li)規(gui)(gui)范城(cheng)鎮供(gong)(gong)(gong)水(shui)供(gong)(gong)(gong)電(dian)供(gong)(gong)(gong)氣(qi)供(gong)(gong)(gong)暖等(deng)行(xing)業收(shou)費(fei),完(wan)善價格(ge)形成機制,有(you)利(li)于(yu)促進企(qi)業提高生(sheng)產(chan)經營效率和市場(chang)競爭(zheng)力、進一步優化營商(shang)環境,有(you)利(li)于(yu)吸引社(she)會(hui)資(zi)本進入、降低實體經濟成本、減(jian)輕社(she)會(hui)負擔和提高人(ren)民群眾(zhong)滿(man)意(yi)度。為貫徹落實黨(dang)中(zhong)央、國(guo)務(wu)院決策部署(shu),理(li)清價費(fei)關(guan)系、完(wan)善價格(ge)機制、提升服(fu)務(wu)質(zhi)量(liang),現就清理(li)規(gui)(gui)范城(cheng)鎮供(gong)(gong)(gong)水(shui)供(gong)(gong)(gong)電(dian)供(gong)(gong)(gong)氣(qi)供(gong)(gong)(gong)暖行(xing)業收(shou)費(fei)、促進行(xing)業高質(zhi)量(liang)發(fa)(fa)展(zhan)(zhan),提出以下意(yi)見。

一、總體要求

(一)指導思想(xiang)。以習近平新時代(dai)中(zhong)國(guo)特色社會(hui)主(zhu)義思想(xiang)為指導,全面貫徹黨的(de)十九(jiu)大和十九(jiu)屆(jie)二中(zhong)、三(san)中(zhong)、四中(zhong)、五中(zhong)全會(hui)精神,深(shen)化(hua)供(gong)(gong)水(shui)供(gong)(gong)電供(gong)(gong)氣供(gong)(gong)暖(nuan)行(xing)業市(shi)場(chang)化(hua)改革(ge),區分網絡型(xing)自(zi)然(ran)壟斷環(huan)節和競(jing)爭性環(huan)節,明確屬性定(ding)位,合(he)理界定(ding)政府、企業、用(yong)戶的(de)權利義務,進(jin)一步深(shen)化(hua)公用(yong)事業領域“放管服”改革(ge),加快推進(jin)競(jing)爭性環(huan)節的(de)市(shi)場(chang)化(hua),提升對網絡型(xing)自(zi)然(ran)壟斷環(huan)節價(jia)格監管的(de)科(ke)學化(hua)、精細化(hua)、規范化(hua)水(shui)平,有效發(fa)揮價(jia)格機(ji)制(zhi)激勵約束作用(yong),降(jiang)低城鎮經濟(ji)社會(hui)運行(xing)基(ji)礎(chu)成本,不斷提高水(shui)電氣暖(nuan)等產(chan)品和服務供(gong)(gong)給(gei)的(de)質量和效率,增(zeng)強人(ren)民群眾獲得(de)感。

(二)基本(ben)原則。

——堅持權責(ze)(ze)對等(deng)。科學(xue)界定政府、企業(ye)、用(yong)戶的權責(ze)(ze)關(guan)系,實(shi)現主(zhu)(zhu)體明(ming)確(que)(que)、價費(fei)清(qing)晰、權責(ze)(ze)相符。按照“誰(shui)運營(ying)、誰(shui)負責(ze)(ze)”、“誰(shui)受益、誰(shui)付費(fei)”原則,明(ming)確(que)(que)投資、建設、運營(ying)、維護(hu)、使用(yong)、監管等(deng)主(zhu)(zhu)體責(ze)(ze)任,引導公用(yong)事業(ye)屬(shu)性合(he)理(li)定位和成本合(he)理(li)分擔。

——堅(jian)持清費(fei)順(shun)價(jia)。堅(jian)決清理取消各種形式的不合(he)理收費(fei),提供產品和服(fu)務的合(he)理成本主要通過價(jia)格(ge)(ge)得(de)到(dao)補償(chang)。對實行政(zheng)府定價(jia)或(huo)政(zheng)府指導價(jia)的項(xiang)目,合(he)理確定成本構成,加強成本監審,完(wan)善價(jia)格(ge)(ge)形成機制,科學確定價(jia)格(ge)(ge)水平。

——堅持標本兼(jian)治。著(zhu)眼長遠,著(zhu)力當(dang)下,既要抓(zhua)緊解(jie)決供(gong)水供(gong)電供(gong)氣供(gong)暖行業收(shou)費方面(mian)存在(zai)的突出問題,又要持續(xu)深化(hua)行業管理體(ti)制、企業經營機制改(gai)革(ge),強化(hua)制度建(jian)設(she),完善(shan)政(zheng)府監管體(ti)系(xi),建(jian)立健全促進行業健康發展的長效(xiao)機制。

——堅持穩(wen)步推進。統籌(chou)考慮(lv)各(ge)地(di)區(qu)經濟社(she)會(hui)發展水平和社(she)會(hui)承受能力,妥(tuo)善處(chu)理經濟效(xiao)益與社(she)會(hui)公平、企業(ye)(ye)發展與民生(sheng)保障(zhang)、改(gai)革與穩(wen)定的關(guan)系,因地(di)制(zhi)宜(yi)、穩(wen)慎推進,采取綜合有效(xiao)措施保障(zhang)供水供電(dian)供氣(qi)供熱(re)企業(ye)(ye)正常生(sheng)產經營。

(三)主要目標。到2025年,清理規(gui)范供水供電(dian)供氣供暖(nuan)行(xing)業收費取得明顯(xian)成(cheng)效,科學、規(gui)范、透明的(de)價格形成(cheng)機制基本建立(li),政府投入(ru)機制進一步健全(quan),相關行(xing)業定價辦法、成(cheng)本監審辦法、價格行(xing)為(wei)和服(fu)務(wu)規(gui)范全(quan)面覆(fu)蓋,水電(dian)氣暖(nuan)等(deng)產(chan)品和服(fu)務(wu)供給的(de)質量和效率(lv)明顯(xian)提高。

二、清(qing)理取消(xiao)不合理收(shou)費

(一)供水環節收(shou)(shou)費(fei)(fei)(fei)(fei)。取(qu)消供水企業及其(qi)所屬或委托的安裝工(gong)程(cheng)公(gong)司在用(yong)水報裝工(gong)程(cheng)驗(yan)收(shou)(shou)接入環節向(xiang)用(yong)戶收(shou)(shou)取(qu)的接水費(fei)(fei)(fei)(fei)、增(zeng)容(rong)費(fei)(fei)(fei)(fei)、報裝費(fei)(fei)(fei)(fei)等類(lei)似名(ming)目開戶費(fei)(fei)(fei)(fei)用(yong),以及開關(guan)閘費(fei)(fei)(fei)(fei)、竣工(gong)核驗(yan)費(fei)(fei)(fei)(fei)、竣工(gong)導線(xian)測量費(fei)(fei)(fei)(fei)、管線(xian)探測費(fei)(fei)(fei)(fei)、勾頭費(fei)(fei)(fei)(fei)、水鉆(zhan)工(gong)程(cheng)費(fei)(fei)(fei)(fei)、碰頭費(fei)(fei)(fei)(fei)、出(chu)圖費(fei)(fei)(fei)(fei)等類(lei)似名(ming)目工(gong)程(cheng)費(fei)(fei)(fei)(fei)用(yong)。

(二)供(gong)(gong)電(dian)(dian)環節收費(fei)(fei)。取(qu)消供(gong)(gong)電(dian)(dian)企業(ye)及其(qi)所屬或委托的安裝(zhuang)工程公司在用(yong)電(dian)(dian)報裝(zhuang)工程驗收接(jie)入環節向用(yong)戶收取(qu)的移表費(fei)(fei)、計(ji)量裝(zhuang)置(zhi)賠償費(fei)(fei)、環境監測(ce)費(fei)(fei)、高壓電(dian)(dian)纜(lan)介損試驗費(fei)(fei)、高壓電(dian)(dian)纜(lan)震蕩波試驗費(fei)(fei)、低壓電(dian)(dian)纜(lan)試驗費(fei)(fei)、低壓計(ji)量檢測(ce)費(fei)(fei)、互(hu)感器試驗費(fei)(fei)、網絡自動化費(fei)(fei)、配電(dian)(dian)室試驗費(fei)(fei)、開閉站(zhan)集資費(fei)(fei)、調試費(fei)(fei)等類似(si)名目費(fei)(fei)用(yong)。

(三)供(gong)氣環(huan)(huan)節收(shou)費(fei)(fei)(fei)(fei)。取消(xiao)燃(ran)氣企業應通(tong)(tong)過配(pei)氣價格回收(shou)成本的收(shou)費(fei)(fei)(fei)(fei)項(xiang)目(mu),包括(kuo):涉(she)及建筑區劃(hua)紅線外市政管(guan)網(wang)資產的增(zeng)壓費(fei)(fei)(fei)(fei)、增(zeng)容費(fei)(fei)(fei)(fei)等(deng)類似名(ming)目(mu)費(fei)(fei)(fei)(fei)用;涉(she)及市政管(guan)網(wang)至(zhi)建筑區劃(hua)紅線連接(jie)的接(jie)駁費(fei)(fei)(fei)(fei)、開(kai)通(tong)(tong)費(fei)(fei)(fei)(fei)、接(jie)線費(fei)(fei)(fei)(fei)、切線費(fei)(fei)(fei)(fei)、吹掃(sao)費(fei)(fei)(fei)(fei)、放散(san)費(fei)(fei)(fei)(fei)等(deng)建設(she)及驗收(shou)接(jie)入(ru)環(huan)(huan)節費(fei)(fei)(fei)(fei)用;涉(she)及建筑區劃(hua)紅線內至(zhi)燃(ran)氣表(biao)的設(she)施(shi)維修維護、到期表(biao)具更換等(deng)費(fei)(fei)(fei)(fei)用。取消(xiao)與建筑區劃(hua)紅線內燃(ran)氣工(gong)程安(an)裝不相關或已納入(ru)工(gong)程安(an)裝成本的收(shou)費(fei)(fei)(fei)(fei)項(xiang)目(mu),包括(kuo)開(kai)口(kou)(kou)費(fei)(fei)(fei)(fei)、開(kai)戶費(fei)(fei)(fei)(fei)、接(jie)口(kou)(kou)費(fei)(fei)(fei)(fei)、接(jie)入(ru)費(fei)(fei)(fei)(fei)、入(ru)網(wang)費(fei)(fei)(fei)(fei)、清(qing)管(guan)費(fei)(fei)(fei)(fei)、通(tong)(tong)氣費(fei)(fei)(fei)(fei)、點(dian)火費(fei)(fei)(fei)(fei)等(deng)類似名(ming)目(mu)費(fei)(fei)(fei)(fei)用。

(四(si))供暖(nuan)環(huan)節收(shou)費(fei)。取消北方(fang)采暖(nuan)地(di)區城鎮集(ji)中(zhong)供熱企業向(xiang)用戶(hu)收(shou)取的接口(kou)費(fei)、集(ji)中(zhong)管網建(jian)設費(fei)、并網配套費(fei)等(deng)類似(si)名目費(fei)用。建(jian)筑區劃紅線內屬于用戶(hu)資產(chan)的供熱設施經驗收(shou)合格依(yi)法依(yi)規移交供熱企業管理(li)的,相(xiang)關維修維護等(deng)費(fei)用由(you)供熱企業承擔,納入企業經營成本,不得另行向(xiang)用戶(hu)收(shou)取。

(五(wu))接(jie)入工程費用(yong)。在城(cheng)鎮規(gui)劃建(jian)(jian)(jian)設(she)用(yong)地范圍內,供(gong)水(shui)供(gong)電(dian)(dian)供(gong)氣(qi)供(gong)熱企(qi)業(ye)(ye)的(de)投資界面應延伸至(zhi)用(yong)戶建(jian)(jian)(jian)筑區劃紅線,除法律(lv)法規(gui)和相關政(zheng)策另有規(gui)定外,不得由用(yong)戶承擔(dan)建(jian)(jian)(jian)筑區劃紅線外發生的(de)任何費用(yong)。從(cong)用(yong)戶建(jian)(jian)(jian)筑區劃紅線連接(jie)至(zhi)公共管網發生的(de)入網工程建(jian)(jian)(jian)設(she),由供(gong)水(shui)供(gong)電(dian)(dian)供(gong)氣(qi)供(gong)熱企(qi)業(ye)(ye)承擔(dan)的(de)部(bu)分,納(na)入企(qi)業(ye)(ye)經(jing)營成(cheng)本;按(an)規(gui)定由政(zheng)府(fu)承擔(dan)的(de)部(bu)分,應及時撥款委托供(gong)水(shui)供(gong)電(dian)(dian)供(gong)氣(qi)供(gong)熱企(qi)業(ye)(ye)建(jian)(jian)(jian)設(she),或者由政(zheng)府(fu)直接(jie)投資建(jian)(jian)(jian)設(she)。

(六)其他各類收(shou)(shou)費(fei)。嚴禁(jin)政(zheng)府(fu)部門、相關機(ji)構對供(gong)(gong)(gong)(gong)水(shui)(shui)供(gong)(gong)(gong)(gong)電(dian)供(gong)(gong)(gong)(gong)氣供(gong)(gong)(gong)(gong)暖(nuan)計(ji)量(liang)裝置(zhi)(zhi)強(qiang)制檢(jian)定(ding)收(shou)(shou)費(fei);供(gong)(gong)(gong)(gong)水(shui)(shui)供(gong)(gong)(gong)(gong)電(dian)供(gong)(gong)(gong)(gong)氣供(gong)(gong)(gong)(gong)熱企業(ye)(ye)(ye)或用(yong)(yong)(yong)戶(hu)自愿委托(tuo)相關機(ji)構對計(ji)量(liang)裝置(zhi)(zhi)進行(xing)檢(jian)定(ding)的(de)(de),按照“誰委托(tuo)、誰付費(fei)”原則,檢(jian)定(ding)費(fei)用(yong)(yong)(yong)由委托(tuo)方支付,但計(ji)量(liang)裝置(zhi)(zhi)經檢(jian)定(ding)確有問題的(de)(de),由供(gong)(gong)(gong)(gong)水(shui)(shui)供(gong)(gong)(gong)(gong)電(dian)供(gong)(gong)(gong)(gong)氣供(gong)(gong)(gong)(gong)熱企業(ye)(ye)(ye)承擔檢(jian)定(ding)費(fei)用(yong)(yong)(yong),并免費(fei)為(wei)用(yong)(yong)(yong)戶(hu)更換合(he)格(ge)的(de)(de)計(ji)量(liang)裝置(zhi)(zhi)。嚴禁(jin)向(xiang)用(yong)(yong)(yong)戶(hu)收(shou)(shou)取水(shui)(shui)電(dian)氣熱計(ji)量(liang)裝置(zhi)(zhi)費(fei)用(yong)(yong)(yong)。任何(he)單位代收(shou)(shou)供(gong)(gong)(gong)(gong)水(shui)(shui)供(gong)(gong)(gong)(gong)電(dian)供(gong)(gong)(gong)(gong)氣供(gong)(gong)(gong)(gong)暖(nuan)費(fei)時(shi),嚴禁(jin)向(xiang)用(yong)(yong)(yong)戶(hu)加收(shou)(shou)額外費(fei)用(yong)(yong)(yong)。建(jian)(jian)筑區(qu)劃紅線內(nei)供(gong)(gong)(gong)(gong)水(shui)(shui)供(gong)(gong)(gong)(gong)電(dian)供(gong)(gong)(gong)(gong)氣供(gong)(gong)(gong)(gong)暖(nuan)管(guan)網的(de)(de)建(jian)(jian)設(she)(she)安裝、更新(xin)改造、維(wei)修維(wei)護等費(fei)用(yong)(yong)(yong)已由政(zheng)府(fu)承擔的(de)(de),不得(de)再向(xiang)用(yong)(yong)(yong)戶(hu)收(shou)(shou)取。新(xin)建(jian)(jian)商品房(fang)、保障(zhang)性住房(fang)等建(jian)(jian)筑區(qu)劃紅線內(nei)供(gong)(gong)(gong)(gong)水(shui)(shui)供(gong)(gong)(gong)(gong)電(dian)供(gong)(gong)(gong)(gong)氣供(gong)(gong)(gong)(gong)暖(nuan)管(guan)線及配(pei)套設(she)(she)備(bei)設(she)(she)施的(de)(de)建(jian)(jian)設(she)(she)安裝費(fei)用(yong)(yong)(yong)統一納(na)入(ru)房(fang)屋(wu)開(kai)發建(jian)(jian)設(she)(she)成本,不得(de)另(ling)外向(xiang)買(mai)受人(ren)收(shou)(shou)取;投入(ru)使用(yong)(yong)(yong)后,可依(yi)法依(yi)規移交給供(gong)(gong)(gong)(gong)水(shui)(shui)供(gong)(gong)(gong)(gong)電(dian)供(gong)(gong)(gong)(gong)氣供(gong)(gong)(gong)(gong)熱企業(ye)(ye)(ye)實行(xing)專業(ye)(ye)(ye)化(hua)運營(ying)管(guan)理,相關運行(xing)維(wei)護等費(fei)用(yong)(yong)(yong)納(na)入(ru)企業(ye)(ye)(ye)經營(ying)成本。

以上收費(fei)(fei)項目,沒有(you)合(he)法有(you)效政(zheng)策(ce)依據的全部取(qu)消(xiao)(xiao);地方(fang)政(zheng)府采取(qu)特許經(jing)營協議(yi)等方(fang)式授權供水供電(dian)(dian)供氣供熱(re)企業以入網費(fei)(fei)、集中管網建設費(fei)(fei)、并(bing)網配套費(fei)(fei)等名目收取(qu)專項建設費(fei)(fei)用補(bu)償(chang)收入的,應(ying)結合(he)理順水電(dian)(dian)氣暖(nuan)價格、建立健全補(bu)貼機制逐(zhu)步(bu)取(qu)消(xiao)(xiao),具(ju)體取(qu)消(xiao)(xiao)時(shi)間由各地確定(ding)。

三、加快(kuai)完善價格形成機制

(一)完(wan)善供(gong)水(shui)(shui)價(jia)(jia)格(ge)機制。城(cheng)鎮供(gong)水(shui)(shui)價(jia)(jia)格(ge)應納入(ru)地方定價(jia)(jia)目(mu)錄,實行政府(fu)定價(jia)(jia)或(huo)政府(fu)指(zhi)導價(jia)(jia)。加快(kuai)建立健全(quan)以(yi)“準許成(cheng)(cheng)本(ben)(ben)加合(he)理收益”為基礎,有利(li)于激(ji)勵(li)提升供(gong)水(shui)(shui)質量、促進節約用水(shui)(shui)的(de)價(jia)(jia)格(ge)機制。建筑區劃紅(hong)線內供(gong)水(shui)(shui)(含二次加壓調蓄)設施依法依規移交給供(gong)水(shui)(shui)企業管理的(de),其運行維(wei)護、修理更新(xin)等費用計(ji)入(ru)供(gong)水(shui)(shui)成(cheng)(cheng)本(ben)(ben)。在嚴格(ge)成(cheng)(cheng)本(ben)(ben)監審的(de)基礎上,綜合(he)考慮企業生產經營及行業發展需要、社會(hui)承受能(neng)力、促進全(quan)社會(hui)節水(shui)(shui)等因素(su),合(he)理制定并動態調整供(gong)水(shui)(shui)價(jia)(jia)格(ge)。

(二(er))完(wan)(wan)善(shan)電(dian)(dian)價(jia)(jia)機(ji)(ji)(ji)制(zhi)。結(jie)合國家電(dian)(dian)力體制(zhi)改(gai)革(ge),逐步(bu)理順輸配(pei)電(dian)(dian)價(jia)(jia)結(jie)構,加快形(xing)成(cheng)結(jie)構優化、水平(ping)合理的輸配(pei)電(dian)(dian)價(jia)(jia)體系(xi)。平(ping)穩(wen)推(tui)進上網電(dian)(dian)價(jia)(jia)機(ji)(ji)(ji)制(zhi)改(gai)革(ge),有(you)序(xu)放開(kai)各類電(dian)(dian)源上網電(dian)(dian)價(jia)(jia),完(wan)(wan)善(shan)跨省(sheng)跨區電(dian)(dian)力價(jia)(jia)格市場化形(xing)成(cheng)機(ji)(ji)(ji)制(zhi)。有(you)序(xu)放開(kai)除居民(min)、農業、重要(yao)公用事(shi)業和(he)公益(yi)性服(fu)務以外的用電(dian)(dian)價(jia)(jia)格,逐步(bu)取消工商業目(mu)錄電(dian)(dian)價(jia)(jia)。完(wan)(wan)善(shan)峰(feng)谷分時電(dian)(dian)價(jia)(jia)政策,健全差別電(dian)(dian)價(jia)(jia)機(ji)(ji)(ji)制(zhi)。深入研究并逐步(bu)解(jie)決(jue)電(dian)(dian)價(jia)(jia)政策叉補貼(tie)問題。

(三)完善(shan)配(pei)氣價(jia)格(ge)機制。城(cheng)鎮配(pei)氣價(jia)格(ge)應納(na)入地方定價(jia)目錄,實(shi)行政府定價(jia)或政府指導價(jia)。加快核(he)定獨立配(pei)氣價(jia)格(ge),由燃(ran)氣企(qi)(qi)業(ye)(ye)投資建(jian)設的(de)(de)(de)市(shi)政管網(wang)(wang)、市(shi)政管網(wang)(wang)至建(jian)筑區劃紅線外的(de)(de)(de)管網(wang)(wang),企(qi)(qi)業(ye)(ye)自用的(de)(de)(de)儲氣設施(shi),以(yi)及(ji)其他與配(pei)氣業(ye)(ye)務相關(guan)的(de)(de)(de)設備設施(shi)等(deng),納(na)入配(pei)氣價(jia)格(ge)有效(xiao)資產。建(jian)筑區劃紅線內按法律法規(gui)規(gui)定由燃(ran)氣企(qi)(qi)業(ye)(ye)承擔運(yun)行維護的(de)(de)(de)成(cheng)本,以(yi)及(ji)燃(ran)氣表后至燃(ran)具前(qian)由燃(ran)氣企(qi)(qi)業(ye)(ye)為排除安(an)全隱(yin)患而開展的(de)(de)(de)上門服務、安(an)全檢查、設施(shi)修理(li)、材料更換等(deng)服務成(cheng)本,納(na)入企(qi)(qi)業(ye)(ye)經營成(cheng)本。

(四)完(wan)善(shan)供(gong)暖(nuan)價(jia)(jia)格(ge)機制。城鎮集中供(gong)暖(nuan)價(jia)(jia)格(ge)應(ying)納入地方定(ding)價(jia)(jia)目(mu)錄,實行(xing)(xing)政府定(ding)價(jia)(jia)或政府指導價(jia)(jia)。合(he)理制定(ding)并動(dong)態調整(zheng)熱(re)(re)力銷售價(jia)(jia)格(ge),穩步(bu)推進計(ji)(ji)量收(shou)費(fei)(fei)改革,具備條(tiao)件的(de)(de)地區(qu)逐(zhu)步(bu)實行(xing)(xing)基本(ben)熱(re)(re)價(jia)(jia)和計(ji)(ji)量熱(re)(re)價(jia)(jia)相結合(he)的(de)(de)兩部制熱(re)(re)價(jia)(jia),暫不具備條(tiao)件的(de)(de)地區(qu)按供(gong)熱(re)(re)面(mian)積計(ji)(ji)收(shou)熱(re)(re)費(fei)(fei)。熱(re)(re)電(dian)聯產的(de)(de)供(gong)熱(re)(re)企業,應(ying)將(jiang)成本(ben)在電(dian)、熱(re)(re)之(zhi)間合(he)理分攤。

四(si)、嚴格(ge)規(gui)范價格(ge)收費行為

(一)明(ming)確(que)可保(bao)留(liu)的(de)收(shou)費(fei)(fei)項目。供(gong)水(shui)供(gong)電(dian)(dian)供(gong)氣(qi)供(gong)熱(re)企(qi)業(ye)設施(shi)產權分界點以后至用(yong)水(shui)用(yong)電(dian)(dian)用(yong)氣(qi)用(yong)熱(re)器具(ju)前(qian),為滿足用(yong)戶(hu)(hu)個性(xing)化需(xu)求所提供(gong)的(de)延(yan)伸(shen)服(fu)(fu)務(wu)等,應明(ming)確(que)服(fu)(fu)務(wu)項目、服(fu)(fu)務(wu)內容,允許收(shou)取(qu)合理費(fei)(fei)用(yong),實(shi)行(xing)明(ming)碼(ma)標價(jia)。對市場競爭不充分、仍(reng)具(ju)有壟(long)斷性(xing)的(de)少數經營服(fu)(fu)務(wu)性(xing)收(shou)費(fei)(fei),可依(yi)法實(shi)行(xing)政(zheng)府(fu)定價(jia)或政(zheng)府(fu)指導(dao)價(jia)。城(cheng)鎮老舊(jiu)小區水(shui)電(dian)(dian)氣(qi)暖改(gai)造工程(cheng)費(fei)(fei)用(yong),可通過政(zheng)府(fu)補(bu)貼(tie)、企(qi)業(ye)自籌、用(yong)戶(hu)(hu)出資等方式(shi)(shi)籌措,具(ju)體方式(shi)(shi)和費(fei)(fei)用(yong)分攤方案由各(ge)地區結合實(shi)際確(que)定。

(二(er))規范政府(fu)定(ding)價(jia)(jia)行為。制(zhi)(zhi)定(ding)完善城鎮(zhen)供(gong)水(shui)供(gong)電(dian)(dian)供(gong)氣(qi)供(gong)暖成(cheng)(cheng)本監(jian)審和定(ding)價(jia)(jia)辦法,明確成(cheng)(cheng)本構成(cheng)(cheng),細化職(zhi)工(gong)(gong)薪酬、折舊費(fei)(fei)、損耗等約(yue)束性指標,合(he)理制(zhi)(zhi)定(ding)價(jia)(jia)格(ge)。少數(shu)實行政府(fu)定(ding)價(jia)(jia)或政府(fu)指導(dao)價(jia)(jia)的工(gong)(gong)程安裝收費(fei)(fei),要(yao)合(he)理確定(ding)利潤率,偏高的要(yao)盡(jin)快降低。高可靠性供(gong)電(dian)(dian)收費(fei)(fei)政策,由各地(di)區結合(he)實際明確。對自備電(dian)(dian)廠系統(tong)備用費(fei)(fei),各地(di)區應(ying)參照當地(di)大工(gong)(gong)業輸配電(dian)(dian)價(jia)(jia)中的基本電(dian)(dian)價(jia)(jia)水(shui)平,并根(gen)據省級電(dian)(dian)網輸配電(dian)(dian)價(jia)(jia)合(he)理制(zhi)(zhi)定(ding)。對余(yu)(yu)熱、余(yu)(yu)壓(ya)、余(yu)(yu)氣(qi)自備電(dian)(dian)廠,繼續減(jian)免系統(tong)備用費(fei)(fei)。加(jia)強成(cheng)(cheng)本和價(jia)(jia)格(ge)信息公開,保障用戶知情權。

(三(san))規范經營(ying)者收(shou)(shou)費(fei)(fei)(fei)行為。供(gong)水供(gong)電(dian)供(gong)氣(qi)供(gong)熱企業應(ying)抄(chao)表(biao)到(dao)戶(hu)、服(fu)(fu)務(wu)到(dao)戶(hu),嚴(yan)格按(an)(an)照(zhao)政府(fu)規定的(de)(de)銷(xiao)售價(jia)格向終(zhong)(zhong)端(duan)用(yong)(yong)(yong)(yong)戶(hu)收(shou)(shou)取水電(dian)氣(qi)暖(nuan)費(fei)(fei)(fei)用(yong)(yong)(yong)(yong)。對(dui)供(gong)水供(gong)電(dian)供(gong)氣(qi)供(gong)熱企業暫(zan)未直抄(chao)到(dao)戶(hu)的(de)(de)終(zhong)(zhong)端(duan)用(yong)(yong)(yong)(yong)戶(hu),任何(he)單(dan)位或(huo)個人(ren)不得(de)在(zai)水電(dian)氣(qi)暖(nuan)費(fei)(fei)(fei)用(yong)(yong)(yong)(yong)中加(jia)收(shou)(shou)其(qi)他費(fei)(fei)(fei)用(yong)(yong)(yong)(yong),對(dui)具(ju)(ju)備表(biao)計(ji)條件(jian)的(de)(de)終(zhong)(zhong)端(duan)用(yong)(yong)(yong)(yong)戶(hu),應(ying)按(an)(an)照(zhao)政府(fu)規定的(de)(de)銷(xiao)售價(jia)格執行;對(dui)不具(ju)(ju)備表(biao)計(ji)條件(jian)的(de)(de)終(zhong)(zhong)端(duan)用(yong)(yong)(yong)(yong)戶(hu),水電(dian)氣(qi)暖(nuan)費(fei)(fei)(fei)用(yong)(yong)(yong)(yong)應(ying)由終(zhong)(zhong)端(duan)用(yong)(yong)(yong)(yong)戶(hu)公平分攤。物業公共(gong)部位、共(gong)用(yong)(yong)(yong)(yong)設(she)施(shi)和(he)(he)配套設(she)施(shi)的(de)(de)運(yun)行維護(hu)費(fei)(fei)(fei)用(yong)(yong)(yong)(yong)等,應(ying)通過(guo)物業費(fei)(fei)(fei)、租(zu)金(jin)或(huo)公共(gong)收(shou)(shou)益解(jie)決(jue),不得(de)以水電(dian)氣(qi)暖(nuan)費(fei)(fei)(fei)用(yong)(yong)(yong)(yong)為基數(shu)加(jia)收(shou)(shou)服(fu)(fu)務(wu)類費(fei)(fei)(fei)用(yong)(yong)(yong)(yong)。經營(ying)者要建立健全(quan)各項收(shou)(shou)費(fei)(fei)(fei)及費(fei)(fei)(fei)用(yong)(yong)(yong)(yong)分攤相關信(xin)息的(de)(de)公示制度,及時向終(zhong)(zhong)端(duan)用(yong)(yong)(yong)(yong)戶(hu)公開。嚴(yan)禁以強制服(fu)(fu)務(wu)、捆綁(bang)收(shou)(shou)費(fei)(fei)(fei)等形式收(shou)(shou)取不合理(li)費(fei)(fei)(fei)用(yong)(yong)(yong)(yong)。嚴(yan)禁供(gong)水供(gong)電(dian)供(gong)氣(qi)供(gong)熱企業實施(shi)壟(long)斷行為,對(dui)違(wei)反(fan)反(fan)壟(long)斷法(fa)(fa)、妨(fang)礙市場公平競爭、損害(hai)其(qi)他市場主體和(he)(he)消(xiao)費(fei)(fei)(fei)者利(li)益的(de)(de),按(an)(an)照(zhao)相關法(fa)(fa)律(lv)法(fa)(fa)規予以處罰。

五、提升服務(wu)水平

(一(yi))健全行業(ye)管(guan)理(li)制度和技術(shu)標(biao)(biao)(biao)準(zhun)體系(xi)。有關行業(ye)主管(guan)部門要(yao)加(jia)(jia)(jia)快(kuai)完善供(gong)水供(gong)電供(gong)氣供(gong)暖等城市(shi)基礎設施規(gui)劃、工程(cheng)(cheng)設計、工程(cheng)(cheng)建設、工程(cheng)(cheng)驗收、運(yun)行維護(hu)等制度規(gui)定(ding)(ding),明確工程(cheng)(cheng)驗收標(biao)(biao)(biao)準(zhun)和程(cheng)(cheng)序,加(jia)(jia)(jia)強標(biao)(biao)(biao)準(zhun)協調銜接,加(jia)(jia)(jia)快(kuai)形成系(xi)統性技術(shu)標(biao)(biao)(biao)準(zhun)體系(xi)。對于已有技術(shu)標(biao)(biao)(biao)準(zhun)的(de),要(yao)進(jin)一(yi)步梳理(li)完善,及時調整不合理(li)規(gui)定(ding)(ding);對于尚無技術(shu)標(biao)(biao)(biao)準(zhun)的(de),要(yao)加(jia)(jia)(jia)快(kuai)制定(ding)(ding),盡快(kuai)出臺。

(二)加(jia)快完(wan)善行(xing)業(ye)服(fu)務質(zhi)量(liang)(liang)體(ti)(ti)(ti)系。有關行(xing)業(ye)主管(guan)部門要(yao)按照(zhao)深(shen)化“放(fang)管(guan)服(fu)”改革(ge)要(yao)求,制定(ding)完(wan)善供(gong)水(shui)供(gong)電(dian)供(gong)氣供(gong)暖行(xing)業(ye)服(fu)務質(zhi)量(liang)(liang)規范和(he)評價體(ti)(ti)(ti)系。加(jia)強行(xing)業(ye)服(fu)務質(zhi)量(liang)(liang)管(guan)理(li),通過采取(qu)行(xing)業(ye)服(fu)務質(zhi)量(liang)(liang)評估、公開通報行(xing)業(ye)服(fu)務情況等方式,提(ti)升行(xing)業(ye)整體(ti)(ti)(ti)服(fu)務質(zhi)量(liang)(liang)。

(三)不斷提高企(qi)業服(fu)(fu)(fu)務(wu)(wu)水(shui)平(ping)。供(gong)水(shui)供(gong)電供(gong)氣供(gong)熱(re)企(qi)業要增(zeng)強服(fu)(fu)(fu)務(wu)(wu)意識,提高工作(zuo)效(xiao)率(lv)和服(fu)(fu)(fu)務(wu)(wu)水(shui)平(ping),向用戶提供(gong)安全、便捷(jie)(jie)、穩定、價格合理(li)的產(chan)品(pin)和服(fu)(fu)(fu)務(wu)(wu)。制定簡捷(jie)(jie)、標(biao)準化的服(fu)(fu)(fu)務(wu)(wu)辦(ban)理(li)流程,公開(kai)服(fu)(fu)(fu)務(wu)(wu)標(biao)準、資費標(biao)準等(deng)信(xin)息,嚴格落(luo)實承諾制度,接受社會監督。積極推進“一(yi)站(zhan)式(shi)”辦(ban)理(li)和“互(hu)聯網(wang)+”服(fu)(fu)(fu)務(wu)(wu)模式(shi),推動申請報裝(zhuang)、維(wei)修、過戶、繳(jiao)費、開(kai)具(ju)發票等(deng)“一(yi)窗受理(li)、一(yi)網(wang)通辦(ban)、一(yi)站(zhan)辦(ban)結(jie)”,進一(yi)步壓縮辦(ban)理(li)時限,鼓(gu)勵有條件的地區(qu)推動有關(guan)服(fu)(fu)(fu)務(wu)(wu)事項進駐政務(wu)(wu)服(fu)(fu)(fu)務(wu)(wu)大(da)廳。

六、改善發展(zhan)環境

(一)提升市(shi)政配(pei)套基礎設(she)(she)(she)施(shi)(shi)規(gui)(gui)劃建(jian)設(she)(she)(she)管(guan)理(li)水平。堅(jian)持市(shi)政配(pei)套基礎設(she)(she)(she)施(shi)(shi)先規(gui)(gui)劃后建(jian)設(she)(she)(she)、先地(di)(di)(di)下(xia)后地(di)(di)(di)上(shang),加強專項規(gui)(gui)劃編制(zhi),統籌城鎮(zhen)基礎設(she)(she)(she)施(shi)(shi)規(gui)(gui)劃、建(jian)設(she)(she)(she)和管(guan)理(li),確保老城區(qu)與(yu)新(xin)城區(qu)及園區(qu)互聯互通,地(di)(di)(di)上(shang)與(yu)地(di)(di)(di)下(xia)整(zheng)體協調(diao),避免條塊分割、多頭(tou)管(guan)理(li)。儲(chu)備土地(di)(di)(di)應進行必要的前期開發(fa)建(jian)設(she)(she)(she),完善與(yu)地(di)(di)(di)塊相關(guan)的道路及供(gong)水供(gong)電供(gong)氣(qi)供(gong)熱(re)等配(pei)套基礎設(she)(she)(she)施(shi)(shi)建(jian)設(she)(she)(she)方案,落實工程建(jian)設(she)(she)(she)資金,確保市(shi)政配(pei)套基礎設(she)(she)(she)施(shi)(shi)與(yu)建(jian)設(she)(she)(she)項目同步使用(yong)(yong)。與(yu)儲(chu)備土地(di)(di)(di)直接相關(guan)的市(shi)政配(pei)套基礎設(she)(she)(she)施(shi)(shi)建(jian)設(she)(she)(she)費用(yong)(yong)可按(an)規(gui)(gui)定納入土地(di)(di)(di)開發(fa)支出,不(bu)得由供(gong)水供(gong)電供(gong)氣(qi)供(gong)熱(re)企業(ye)負(fu)擔(dan)。

(二)加(jia)快放開(kai)(kai)經(jing)營(ying)(ying)服務市場(chang)(chang)。深(shen)化(hua)供(gong)水(shui)供(gong)電供(gong)氣供(gong)暖行(xing)(xing)(xing)業(ye)(ye)體制(zhi)機制(zhi)改革(ge),進一步放開(kai)(kai)市場(chang)(chang)準(zhun)入限制(zhi),推動向(xiang)規模化(hua)、集(ji)約化(hua)、跨地(di)區經(jing)營(ying)(ying)方向(xiang)發展,促進行(xing)(xing)(xing)業(ye)(ye)提質增(zeng)效。支持通過政(zheng)府和(he)(he)(he)社(she)會資(zi)(zi)本(ben)合作(PPP)、混合經(jing)營(ying)(ying)等(deng)方式,引導社(she)會資(zi)(zi)本(ben)有序(xu)進入,增(zeng)加(jia)市場(chang)(chang)供(gong)給。創新項目投資(zi)(zi)運營(ying)(ying)管理方式,實行(xing)(xing)(xing)投資(zi)(zi)、建設、運營(ying)(ying)和(he)(he)(he)監管分開(kai)(kai),促進設計(ji)施(shi)工(gong)(gong)、工(gong)(gong)程驗收、運行(xing)(xing)(xing)維護等(deng)環(huan)節公平競爭。鼓勵(li)推進企業(ye)(ye)主營(ying)(ying)業(ye)(ye)務和(he)(he)(he)工(gong)(gong)程設計(ji)施(shi)工(gong)(gong)業(ye)(ye)務分離,同(tong)步加(jia)強工(gong)(gong)程設計(ji)審查(cha)、施(shi)工(gong)(gong)監理、竣工(gong)(gong)驗收等(deng)工(gong)(gong)作,確(que)保(bao)工(gong)(gong)程質量。

(三(san))完善相(xiang)關法律(lv)法規(gui)制度。鼓勵各(ge)地(di)區(qu)不斷總結實踐經驗(yan),根(gen)據(ju)國家有關法律(lv)法規(gui),建(jian)立(li)健全(quan)地(di)方性法規(gui),合理界定政府、企(qi)業、用戶(hu)的權利義(yi)務(wu)。尤(you)其(qi)對建(jian)筑區(qu)劃(hua)紅線內外的工程,要分清管網設(she)施設(she)備產(chan)權和運行維護、搶修(xiu)、更新(xin)改造的責(ze)任(ren),明晰管理邊界,確保(bao)主體明確、權責(ze)相(xiang)符。

七、切實抓(zhua)好政策落實

(一)加(jia)強組織(zhi)領導。各(ge)地(di)區(qu)各(ge)部(bu)門(men)要充分認識清(qing)理規范供(gong)(gong)水供(gong)(gong)電供(gong)(gong)氣(qi)供(gong)(gong)暖行業收費的重要意義(yi),切實提高(gao)政治站位,統(tong)一思想,強化責(ze)(ze)任(ren)擔當。各(ge)地(di)方人民政府(fu)要明確(que)部(bu)門(men)任(ren)務分工(gong),建立聯(lian)合工(gong)作(zuo)機(ji)制,逐項細(xi)化分解工(gong)作(zuo)任(ren)務;落實主(zhu)體責(ze)(ze)任(ren),取消收費項目后(hou)屬于公(gong)共服務范圍的,應(ying)通過財政補(bu)貼、價(jia)格(ge)補(bu)償等方式保障公(gong)共服務供(gong)(gong)給(gei)。

(二)穩(wen)(wen)妥推進實施。各地(di)區要(yao)(yao)結合實際制(zhi)定出臺具(ju)體實施方(fang)案,深化細(xi)化實化改革措施,兼(jian)顧各方(fang)利益,充分評估可能出現的(de)風險,制(zhi)定應對預案,穩(wen)(wen)妥把握節奏和力(li)度,合理設置過渡期,確(que)保(bao)不(bu)影響(xiang)正(zheng)常(chang)生(sheng)產(chan)生(sheng)活。特(te)別是對需要(yao)(yao)理順價格的(de),要(yao)(yao)精(jing)心選擇合適時機,對低收入群體予以重(zhong)點關注(zhu),加大財政(zheng)投入力(li)度,做(zuo)好兜底保(bao)障工作,確(que)保(bao)平穩(wen)(wen)落地(di)。對采取特(te)許(xu)經營等(deng)方(fang)式的(de)供水供電(dian)供氣(qi)供暖企業(ye),要(yao)(yao)合理制(zhi)定相關收費(fei)標(biao)準,明確(que)政(zheng)府付費(fei)和使用(yong)者付費(fei)的(de)界限,妥善處理好價格補償和政(zheng)府補貼的(de)關系(xi),保(bao)障項目正(zheng)常(chang)運(yun)營。

(三(san))強(qiang)化(hua)監(jian)督檢查。供(gong)(gong)水供(gong)(gong)電供(gong)(gong)氣供(gong)(gong)熱(re)企業要按照“規范化(hua)、標準(zhun)化(hua)、便民化(hua)”要求,全面梳(shu)理自查現(xian)行(xing)收(shou)費項目和標準(zhun),取消不合理收(shou)費項目,糾正(zheng)強(qiang)制(zhi)性收(shou)費,降低偏高收(shou)費標準(zhun)。市場監(jian)管部(bu)門要加強(qiang)對供(gong)(gong)水供(gong)(gong)電供(gong)(gong)氣供(gong)(gong)暖工程(cheng)安裝(zhuang)、維護維修領(ling)域(yu)的(de)價(jia)格監(jian)管和反(fan)壟(long)斷(duan)執法,著力(li)查處不執行(xing)政府定(ding)價(jia)或政府指導價(jia)、收(shou)取不合理費用以及達成實施壟(long)斷(duan)協議、濫用市場支配(pei)地位和濫用行(xing)政權力(li)排除限制(zhi)競爭等違法違規行(xing)為。對違法違規典(dian)型案例,要及時向社(she)會(hui)公開曝(pu)光,發揮(hui)警示作用。

(四)加(jia)(jia)強宣傳引導(dao)。各地區(qu)各部門要(yao)通過多種渠道、多種方式廣泛(fan)宣傳清理(li)規范供水供電供氣供暖行業收費、促進行業高質量發展的重要(yao)意義和典型經驗做(zuo)法,加(jia)(jia)強政策解讀,及時回應社(she)會(hui)關切,營造良(liang)好(hao)輿論氛圍(wei)。

本意見自2021年3月1日起施行。
